Our approach to intervention

As a regulator, intervention powers and sanctions enable us to safeguard the interest of tenants, private investors and taxpayers if things go wrong.

Our intervention principles are based upon working effectively within a risk management approach to regulation.  An onus is upon a negotiated approach with agencies to finding solutions to emerging problems.

Intervention triggers

Under Intervention Guidelines [pdf 60kb] published in the Victorian Government Gazette in August 2005, a series of intervention triggers are outlined.  These triggers reflect specific circumstances that may invoke intervention.

Powers are only used as a means of last resort.  For instance, where problems cannot be addressed by discussion and agreed action plans with the registered agency.

Powers include making appointments to boards of registered agencies or other specific directions, recommendations or instructions.

Inspections

In extreme circumstances we have the power of inspection of a registered agency.  Inspections can involve requirements on agencies to provide specific documents, attend interviews and allow premises to be entered and searched.
